Well, let's start with the general idea and composition:

it's the same post-apocalyptic environment as always, the base is a place from our real world with pretty common buildings and architecture. Basically, it's unoriginal because you've done it so many times you could make a movie by just using your art in a slide show.

I must give you credit for sticking to your one and only art style for so long, it makes your pictures distinguishable and unique which is a big plus.

However, another issue with the background are those wrapped and twisted buildings. I dont think they really fit and doesn't work well together with the rest of the picture. The whole background is kinda blurry, i suppose it's because you wanted to focus more on the character, but i would recommend placing something blurry in the foreground instead even if it's just a simple silhouette it would be much more effective.

Sense of scale:

it's hard to tell why exactly it feels like everything is puny.
Maybe it's because of the blurriness which makes it look like everything lacks details and texture-work, it certainly isn't working to force the eye focus on the character - after all, the twisted buildings receive some attention too.
Maybe it's because of the contrast and light conditions. For example it feels like there should be more shadow on the character, especially because the strongest light source is behind her.

Character design:
even though it doesn't look super-original it's well done. The only thing i can suggest is to make her less tanned since it's winter.

And finally colors:
i would make it less saturated, more gray i guess. Now the colors are pretty fantasy than sci-fi which is kinda strange for a post-apocalyptic picture, it's not as serious this way. It's like you're placing a rainbow over a bunch of corpses and say: cry. Try something monotone. From your comics you know how cool a black and white picture can look if it has only one color added somewhere, like the red you often use. So maybe try to make this one black and white with only the green or blue lightnings around the character or something like that.

You know something, this is a very innovative picture you have managed to develop here. Although generally I am not into this kind of artwork it was something that happened to spark my interest. The viewer (in a sense) almost gets the notion that is it she who is controlling what is happening in the future. Somewhat mystifying with maybe just a hint of mystery and a swirl of despair. That is what I am picking up from looking at this anyway. You've managed to capture that eerie expression well and obviously it shows and quite thoroughly I might add!
